Abstract

Relevance. The article provides a comprehensive analysis of the legal participation of local communities in the management and use of natural resources. The purpose of the study is to examine the functioning of legal mechanisms that ensure citizen involvement in decision-making processes, to compare their effectiveness with practical outcomes, and to identify directions for improvement amid growing environmental challenges. The methodological framework is based on comparative legal and content analysis, as well as observation of local governance initiatives. The scientific novelty of the research lies in exploring Kyrgyzstan’s legal system in connection with public participation instruments such as public hearings, environmental assessment, social monitoring, and transparency of contractual relations. Based on the results of the study, recommendations are proposed to expand access to information, strengthen public oversight, and clarify the powers of local self-government bodies.
