MODERNIZATION OF UNIVERSITY PERSONNEL POLICY AS A FACTOR IN INCREASING ITS COMPETITIVENESS IN THE CONTEXT OF DIGITAL TRANSFORMATION

The article examines the role of human resource policy in enhancing university competitiveness, using Osh State University as a case study. Current trends, challenges, and opportunities for faculty and staff development are analyzed. An authorial HR policy model is proposed, including strategic, assessment, motivational, and development contours. The impact of digital transformation on educational processes as a factor in changing faculty requirements is highlighted. Research results can be used to develop personnel management strategies in higher education institutions in Kyrgyzstan.
