Abstract

The article examines the social aspects of inclusion of crisis households in rural areas of the Kyrgyz Republic under conditions of socio-economic transformation. The aim of the study is to analyze structural factors that limit social inclusion of households and to identify mechanisms influencing their participation in social life. The theoretical framework is based on concepts of social inclusion, social participation, and care within contemporary social policy. The methodology relies on a review of recent academic literature addressing social vulnerability, rural development, and social protection. The findings indicate that social inclusion of crisis households remains fragmented and largely dependent on informal support mechanisms, while institutional forms of participation are limited. Particular attention is paid to care practices, which enhance household resilience but may also contribute to hidden forms of social exclusion. The article argues for the development of inclusive social policy approaches aimed at improving access to social services and strengthening social participation at the local level.
