PUBLIC OPINION AND STATE POLICY: A COMPARATIVE ANALYSIS OF TRANSFORMATIONAL PROCESSES IN CENTRAL ASIA

The article examines the role of public opinion as a factor influencing the formation and adjustment of public policy in the states of Central Asia. In the context of hybrid and authoritarian political regimes in the region, traditional feedback institutions often demonstrate limited effectiveness. The study focuses on alternative channels of influence, such as digital activism, street protests, and informal networks of interaction between elites and the population. Using the cases of Kazakhstan, Kyrgyzstan, and Uzbekistan, the evolution of mechanisms for incorporating public sentiment into policymaking is analyzed. The article concludes that despite the persistence of vertical power structures, digitalization and the growth of civic awareness are compelling governments to shift from ignoring public demands to a model of reactive governance in response to societal expectations.
