The recognition of a person, his rights and freedoms as the highest value is the guiding principle of international law. This article discusses the issue of permissible restrictions on the rights and freedoms of citizens and the importance of guarantees of respect for rights and freedoms in the implementation of operational investigative activities in the Kyrgyz Republic. The legal norms of Kyrgyzstan as a subject of international law in their main features correspond to the legal practice developed by legal States.
