This scientific article explores administrative penalties' legal nature and significance as a form of state coercion. Administrative penalties are examined as a fundamental institution within the system of administrative law. The study's relevance stems from the fact that administrative penalties serve as a key mechanism for enforcing administrative responsibility, and the overall effectiveness of holding individuals accountable largely depends on their proper application. The main objective of the article is to provide a comprehensive analysis of the institution of administrative penalties and to identify the challenges associated with their practical implementation. The specific goals include defining the "administrative penalty" concept, revealing its legal nature and functions, determining classification criteria, developing a classification based on the most significant criterion, and highlighting key issues in enforcing administrative penalties.
