CONSTITUTIONAL AND LEGAL REGULATION OF RELATIONS IN THE SPHERE OF CULTURAL LIFE OF CITIZENS IN THE KYRGYZ REPUBLIC

Abstract

In this article, the authors study the concept of "cultural values". Culture is the most important direction of the activity of the state, which is closely connected with the state of the spiritual sphere of public life. Cultural rights are a separate group of rights and historically, along with economic and social rights, have related to the rights of the second generation. The purpose of the article is to show the development of the concept of the "universal heritage of mankind", its globalization in modern law. International law establishes the general rights and freedoms of man and citizen in the field of cultural rights and determines their content. The mission of each state is not only to explain them in detail in national law, but also to practically implement its cultural heritage in order to preserve it as a whole.
