LEGAL POLICY OF SOVIET KYRGYZSTAN IN THE SPHERE OF SOCIAL SECURITY (ON THE EXPERIENCE OF FIGHTING AGAINST THE DRUG DISTRIBUTION)

Abstract

The article analyzes the legal policy of the Soviet Kirghizia against drug addiction in the period from 1983 to 1986. Organizational and practical measures were taken to prevent drug addiction among Soviet people. Particular attention is paid to comprehensive measures to control the spread of narcotics conducted by all state bodies, especially by law enforcement officers, who disclosed crimes committed by drug addicts. The author comes to the conclusion that despite the spread of drug addiction in Soviet Kyrgyzstan, the example of the Osh oblast was actively fighting to stabilize the Soviet state system in the sphere of social security. It is generally believed that the proper definition of the concept of crimes related to narcotic drugs plays a large role in understanding their essence, content, proper qualifications, delimitation from related crimes, and ultimately serves as an indispensable condition for combating a dangerous social phenomenon that poses a threat to the state. The legislative system of the USSR was a sufficiently effective measure to strengthen the fight against narcotics. Thanks to the coordinated actions of the Soviet law enforcement agencies, medical workers, teachers, university and community educators, crimes were discovered, effective solutions were made to eliminate the causes that give rise to drug addiction. Constant accounting was conducted. Lists of people who use drugs and spread drugs have been created. The concept of countering the spread of drug addiction was developed. A national social security program was established.
