PROBLEMS OF LEGITIMACY OF MEMBERS OF THE COORDINATION COUNCIL OF THE NATIONAL CENTER OF THE KYRGYZ REPUBLIC FOR THE PREVENTION OF TORTURE

The article examines the legal and organizational problems of the legitimacy of the members of the Coordination Council of the National Center of the Kyrgyz Republic for the Prevention of Torture. Gaps in legislation, non-transparent procedures for forming the council, as well as the influence of external factors on the independence of members are analyzed. The need to reform the regulatory framework, ensure transparency and accountability is noted, which, in turn, can increase the effectiveness of the Center and the level of public trust. The author offers specific recommendations for improving the mechanism for the formation and functioning of the Coordination Council.
