PROBLEMS IN THE IMPLEMATION OF STATE POLICY IN HIGHER EDUCATION (PHILOSOPHICAL ANALYSIS)

Abstract

This article examines the current issues related to the implementation of state policy in the field of higher education. The contemporary administrative structure of the education system divides responsibilities between two institutions: the Ministry of Education of the Kyrgyz Republic, which oversees preschool, primary, basic, and secondary general education as well as initial vocational training, and the Ministry of Science and Higher Education of the Kyrgyz Republic, which is responsible for scientific, scientific-technical, and innovative activities, higher education, and the sphere of intellectual property. However, this division has not led to a decrease in the number of existing problems and unresolved issues.

This situation is explained by the fact that each area of education requires a comprehensive analysis and a meticulous approach, especially in the context of the ongoing modernization of the education system and institutional reforms. Therefore, the effectiveness of state policy largely depends on the level of interagency coordination, the quality of regulatory and legal frameworks, and the adequacy of the management mechanisms applied.
