DIGITAL LITERACY OF THE POPULATION AND HUMAN RESOURCES POTENTIAL IN THE CONTEXT OF DIGITAL TRANSFORMATION OF THE ECONOMY OF KYRGYZSTAN

Abstract

This article analyzes the current state of digital literacy among the Kyrgyz population and human resource potential in the context of the digital transformation of the economy. Based on official statistics, international sources, and relevant national documents, it examines internet and mobile usage indicators, information and communications technology infrastructure parameters (network coverage, subscriber base, broadband access development), the digitalization of organizations, as well as the educational and human resource base (students/graduates, structure of training by specialty, distribution of employment by sector). Regional and socio-demographic gaps are compared, estimates of digital skills deficits in key sectors are proposed, and recommendations for developing human capital for the digital economy are formulated. Limitations include the incompleteness of regular digital skills measurements according to international standards and limited detail on adult retraining data.
