ON THE DEVELOPMENT OF A CONCEPT FOR MANAGING THE CITY OF OSH USING DIGITAL TECHNOLOGIES

The concept of digital territorial management serves as a strategic core of the modern state apparatus, increasing the speed of decision-making due to the elimination of bureaucratic barriers, minimizing corruption risks due to transparent accounting of resources (land, water, budget) and ensuring the exchange of opinions between the population and the authorities in real time using digital tools. At the same time, it serves as a single, flexible and secure digital ecosystem, increasing the investment attractiveness of the region and paving the way for sustainable economic growth and social development. In our opinion, the presented conceptual questions, model and road map will bring great results in all social spheres and, following the example of the city of Osh, can become a model for all other administrative-territorial formations of the Kyrgyz Republic.
